If you have Maxilos, I would advise just taking the figure and tweaking it, since Maxilos is pretty clearly designed to resemble 2003 Makuta. Just remove the Cordak blaster and replace the mask+tube with a Kraahkan. By own experience, Onua Mistika's mask works wonders too.
One somehwat good thing 2003 Makuta did was that it estabilished a general idea of how the character should look. Though, in doing so, it hijacked the (admittely too-weird-to-be-sold) 2001/MNOG Makuta. The 2003 set just makes him look like a generic armoured dude instead of the paragon of corruption and outright weirdness the character initially was. By 2003, Makuta was transitioning from a dark god to Greg's pet supervillain. Whether that's a good thing or not, is up to anyone to decide.
