McFarlane Toys has used to use soft plastics for the majority of their toys, including their infamous highly detailed statueshit era.
Some miniature companies also use incredibly soft plastics that have maximum detail as well.
Hard plastics are mainly used for the same reason that you sometimes see diecast being used, because of the belief that it's a premium material.
Obviously, there can be other reasons, like making sure something long and weighty doesn't droop. Or cost reasons, as hard plastics can be cheaper and less can go wrong with it, since it's more "pure"
I think it's pretty easy to overlook how detailed the 4" GI Joes could be because they were barely painted and using mostly glossy plastic, but there were tiny sharp details in everything. See pic in how just a wash and rubs can make those details pop out.
