Plastic is significantly more expensive to mold, because practically everyone uses high pressure injection molding for dat high detail toys have since McFarlane started showing off how much better toys can look.
Diecast can be a cheaper material than plastic and can be 2x less expensive for molds.
Anyway, the o-ring engineering would be more expensive just because their factories would need to retool themselves to start producing that type of shit. It's cheaper to keep their factories the way they are, including not needing to retrain everyone on how to assemble the old style t-hook + o-ring engineering.

Back during the GI Joe Vs Cobra line, they had to fight pretty hard to fix up the old molds because of the costs involved. I seem to remember them saying it cost almost as much as just doing a new mold.
