There is nowhere to store things in there, there's a balljoint setup for the waist swivel/ball and obviously, that means that not only is the space occupied, but the torso is not one unbroken piece. You'd need an all-new one-piece torso with no waist movement, which would be expensive and probably piss some people off.
I loved storage shell too as a kid (mostly for the brutal-looking headsculpts), but it just isn't really something that translates well to a figure with modern articulation.
