Speaking entirely anecdotally here because I don't know how Lego operates, but generally for the sort of use you're describing you use un-dyed plastic, look at pic related, it's a Gundam kit with its gold plating stripped off, and it's translucent plastic underneath with no dye. For the gold masks Lego would've almost certainly used a fully clear plastic to get the colour across, and while I'd say same for the silver I remember it being a pretty opaque colour so who knows.
Also, the flakes for metallics like that aren't just something you can leave out, if that happens that's a line wide issue that would stop production, not get accidentally released like that.
