Either a coomer toy company will make up their own characters, or get the license to use th OCs of NSFW artists (e.g. Pink & Purple by Tea,Judy Wall by Fitzbattleaxe). But then again, some characters have been the butt of breast expansion gags (e.g. Striperrella, Summer from Rick & Morty), in adition to throwaway gag boobs characters.
Also, top-heavy figures and/or dolls are nothing new, but they were more back-heavy than front heavy (e.g. Wing Zero Custom). Such things tend to require action bases because they can hardly ever stand on their own two feet. That is partially why Revoltech Cattleya was Kino, the ratchets in the Revoltech joints definately helps with her hold a pose.
