To turn a car or a toaster into a robot there has to be a lot more going on than just rearranging existing parts.
Not even accounting for the fact that neither of those possess enough motors or servos to have articulated limbs, what are their brains made from? There’s no configuration of the chips and circuitry in a toaster or a car which is going to be complex enough to reach animal levels of sentience.
Therefore the process must be rearranging the existing matter to create entirely new structures to account for the newly created complexity of the transformers spawned.
And if it’s already doing molecular reconfiguration, why shouldn’t it be able to rearrange the silicon and carbon in rocks and organic matter to form pseudo-circuitry and mechanical structures? The result would be similar to the Treecons experiments on the Worldsweeper in MTMTE #7.
