Punisher is Punisher. Nothing like him in the GI Joe series.
GI Joe only does stuff that's in their job description. They might bend rules to do it, but they wouldn't let in someone with a screw loose into their organization.
A Punisher-type character might work with Cobra, but never against GI Joes or even other governments. He'd go after corrupt officials and clean up Springfield's rough's neighborhoods.
Maybe he'd go into other potential cities Cobra might want to take over. Shit cities and towns with crime problems. Monitor government officials, police, gangs, and problematic citizens. Clean up the underbelly while the Cobra organization acts more overt in creating new businesses, introducing leaders of the community, and replacing government officials.
Anyone who rebels against Cobra's community, that he sees as improving everyone's lives, he'd consider them as bad as terrorists and go after them.
He'd basically be a Cobra Intelligence operative.
His figure would just be this but with a red Cobra symbol instead
