M.a.s.k, C.O.P.S, G.I. Joe (technically) and many others had a huge hero cast with a villain cast that was small enough to count on one hand.
The 80's and early 90's was a time where cartoon = toy chimerical and the good guys always sold better so you have your hero cast that short of maybe the main boss got rotated out every week while the villains stayed the constant whipping boys.
