They can't just let Bandai walk onto the ship and get all of the figures because of things like insurance. You might think "Oh it's just some action figures why is this taking so long?", but you need to consider the overall amount of cargo that was on the ship that needs to be checked multiple times for multiple things by multiple groups before it can be released.
