The bikes aren't underscaled compared to the SS, since wheen they reissued the New Cyclone with more detail for the SS figures the chassis was reused practically wholesale. The problem is that the inset hips simply don't lock high enough to allow the SS figures to sit on them. Due to the design SS legs don't kick up further than about 80-90 degrees, while older figures can kick up to around 165 no problem thanks to the pull-down.
The bikes have also been historically slightly oversized versus the figures just to make them sit easier.
Old Cyclone remains relevant to the discussion since Sakurajima Ichigo rides it, and that has an SS. The SS looks fine on the Remodeled Cyclone, since it requires less effort to ride.
With the difference between the figures being less than 2 cm in height, the sizing of the bike barely plays into it.
