Hasbro provided some designs for the characters and others GameMill designed that wound up being used for figures later like Firefly. That's also why there's differences between figures released in the line versus what was seen in the game despite being released early on like Lady Jaye. We still see the first wave designs being used a lot in marketing for other products too that have no relation to the game. Then there's the situation with the Alley Vipers. They were present on the back of the boxes and the website, weren't in the game at all, but the figure released was a completely different design looking more like the ARAH version.
