It started to trail off by the late 00s, but that's when a lot of large retailers started going out of business (Suncoast, Mervyns, etc). Building the park in the mid-late 00s worked against them, because the homeless started to move in and that brought in other scum.
That area of the city is pretty much the main tourist/entertainment area of downtown San Diego, and had quite a few great restaurants. There were cheaper areas like Pacific Beach or ritzier like La Jolla, but they were too specialized if you get what i mean.
I had a friend who had a business in downtown, so i went there a lot back in the day. It broke my heart seeing it slowly close down everytime i went back, but because of covid, i wasn't able to go back to see it one last time before it really closed.
