You have it backwards; The goblins parts are all uniquely goblin, and FH reuse them for things like 2.0 skeletons, and that one female dwarf.
Yes they do reuse a lot of stuff, to the point that I really don't care about the earlier figures everyone's gushing over; but if you're going to criticize them for it, do it right.
