The closest to reproduction they go for is Rahkshi and that is literally made from their own essence but its little in the way of being made as intimate. Unless you are someone like Brutaka and can use Antidermis directly through absorption for strength and mental link to the substance, there isn't a way to create new Makuta since it is almost guaranteed they don't create new ones since they all came to be near Mata Nui's beginning.
It is either they don't know how or they could but are too arrogant to want to make new Makuta from existance from the pool.
