Since Goku was the main draw, a generational approach like Jojo was not going to work, so it just became increasingly high realms and kai's until we eventually got alt universes which was the dumbest idea ever.
Honestly I don't know why they didn't keep it simple as just expand on Dabura and the demon realm more. That idea was wasted on heroes.
