According to the interview Hasbro told IDW that they wanted Cobra to be a global power at a world war, with the story to be a more evenly matched war rather than them just being terrorists, with GI Joe recruiting civilians to help in the fight. The writer says that he instead decided to make it that Cobra ran the US and GI Joe was resisting.
Through-out the interview it sounds like maybe it wont be so bad, only to get the occasional statement by the author that'll make you question that belief, such as when he starts to talk about the "rise of fascism" today.
