Hasbro still has most of the world across demographics to cater to, Takara would rather localize that than invest their own resources into doing something from the ground up.
The Beast Wars concept artist was Masakatsu Saito from Takara btw. You can tell how toku inspired the designs were intended to be since Hasbro looked to Guyver for inspiration; before Mainframe reinterpreted the mechanical details.
