>>7218457In the case of Hocus Pocus, they don't have to get permission for the Hocus Pocus show because Disney owns Hocus Pocus, so they can use the costumes, songs, concept, etc. What they don't own is the specific ability to sell merchandise with the actress' likenesses. That's why all the merchandise has cartoon faces or no faces.
What they could do is base dolls on the cartoon faces, though it's a tricky place, legal-wise because then they would have to prove that that facial features weren't meant to mimic the actresses.
I'd almost rather they do that because it'd mean they wouldn't have to be super limited D23 pieces, and lord knows Disney's live action doll faces aren't the best. Especially if they stuck with the creepy face plate that they used for BATB.
