Distant ships are relatively slow-moving to the eye, so dazzle camo was meant to confuse the enemies as to their heading, so they would set up to attack in the wrong direction. But Mobile Suits are quick-moving, and humanoid. The camo wouldn't help confuse enemies in any meaningful way.
I mean, not that everything in Gundam has to (or does) make logical sense. I'm just saying.
