They don't use the bare chest for legion builders with the exaction of the one orc because painting the skin tones brings the paint cost up; that's why we only got another one in the $28 deluxe wave.
They could use the tunic in more, especially since it's only been on the templar. a Tunic + cloth arms and legs parts would be pretty useful.
