I recommend you get the Bronco 1/350 Chen Yuen and 1/350 Chih Yuen with wooden decks
They're very good value kits and give you a German built ironclad and a British built protected cruiser at a good size, easy rigging and a bit of a challenge when it comes to painting them
The Chih Yuen is a bit more fiddly than the Chen Yuen
Other good options are the Trumpeter/Hobbyboss WW1 and older ships, for example the Tsesarevich in 1/350 scale, the Danton, Dreadnought, the Lord Nelson (this one is a bit fiddly, don't recommend), SMS Schleswig-Holstein and Viribus Unitis
They all have sufficient PE for a basic build except the Dreadnought which doesn't contain railing for the main deck
