He likely was never a human. The book also notes a lot of the creatures in ghostbuster lore aren't human ghosts, besides animals and possessed inanimate objects, it includes a lot of "metaspectres", basically demons and gods. It's worth noting that the terror dogs, for example, were never humans.

They can do the who's on first bit with it in a natural way since Phoebe's love of bad jokes matches up tonally, and it also allows for a "haunting" style movie with things going progressively more supernatural before the reveal that the monster is inside the house.
