All I've managed to find is people speculating. No sources or anything.
I'm a scandifag and these don't seem that rare. I've found 3 misprints (two matatu and one ruru) in the last months in different bulk lots.
I don't think that they were just "oops we printed the wrong masks" but either some miscommunication between those who designed the sets and the guys printing the parts, or just that they originally planned to print all turaga masks in the mata colors but for some reason changed their minds and by then they already printed lots of matatus and rurus?
