It's confined to three in 2013 (Last Man Standing Zombie pack (blue), Brute Battle Unit (green) and blindbags Series 7 (black)) and one in 2014 (blindbags series 9 (orange-yellow)). My guess is MB had a long-term contract with figs and sets planned years in advance (the handover was completed by march 2012), the fact that they didn't make any more after those four seems to favor the licensing conflict but who knows. Maybe they just got carried away trying to make each and every new armor from H4-on. One glimmer of hope for you is that they didn't make Rogue at all until very recently, so perhaps it'll come up in a near future wave.
