The movie mentions specifically how he died and is returning. It specifically mentions Dark Science(Sith Alchemy) and CLONING as avenues for how he returned.
Plus, his face in TRoS doesn't have the scarring he has in late-ROTS and ESB/ROTJ. He's got some wrinkling, sure, but just from "natural" aging.
