They assembled his shoulders upside-down - the middle loop is slightly offset and is supposed to point upwards to raise his shoulders, and the tiny notch on the front plate is supposed to point forward. Since it was assembled upside-down, keeping them in the intended configuration makes them hang lower than they should, but rotating the shoulders backwards so that the pin hole is in front and the notch is in back allows you to raise them into the proper spot. You just have to tolerate the pin hole being visible in front instead of hidden behind. Like I said, it's pretty much a non-issue, since it requires no actual modifications to fix - you're just spinning the arms around.
