Speaking of cyborgs and backstories, I'm prepared to be profoundly disappointed that Snout Spout and Rio Blast just show up to look cool and don't have motivations or explanations for being cyborgs.

So Snout Spout's only official origin is "Etherian human turned into a cyborg firefighter by Hordak."
He travels from Etheria to Eternia and continues working as a firefighter.
I think it'd be funny if he identifies as human and is a blue-collar racist like Archie Bunker, with Rio Blast as Mike.

Reading the Star comic now. It seems to be in continuity with Filmation MotU but not PoP, as it uses the Filmation palace and "Sorceress can't leave Grayskull except as Zoar" rule but He-Man meets the Horde for the first time in #1.
Snout Spout has already been an Eternian firefighter for "all those years" when introduced, ruling out coming from Etheria.
