Like i said, the packaging is only around for people who care about the value of their collection and scalpers.
If they want to be minimal, bubble wrap and plastic bags. cardboard and foam is also cheaper.
Could lower the price by at a fourth or fifth.
And plenty of toy companies just used plain cardboard boxes and bags, back when mail order was still following the pre-internet ways.
