The design team must have been working under the assumption that there would be New For 86 Evil Warriors. The idea of pivoting to the Horde and Snake Men as the factions new bad guy figures would be made for must have come later - though not as late as Extendar and Dragstor, the only 86 characters besides King Hiss of which there's no inkling in Filmation.
