It's true the top brass as lazy and ineffective but the federation as a body is still about protecting the people, even if they're portrayed as a less than savory or ideal bunch, including in F91. Even later on the fleet that gets destroyed by the Rafflesia was responding to the local fleet's request for aid. Sadly they're all killed in battle, every one of them.
Victory has a similar arc, with the feddie remnants continuing to fight Zanscare under the leadership of notRevil despite the de facto collapse of the federation.
The Titans were a one off mistake and a very bad one but that doesn't make them anywhere near as evil as Zeon. AND it's lesser known but in ZZ Haman takes in the Titans remnants. There's a short scene where an aide tells her the Titans are done joining or something, and there are spinoffs like Sentinel which is actually about the main federation forces moving into Titan bases to arrest or subdue them between Zeta and ZZ.
