Looking closely at the joint, it appears the heel is an entirely diecast piece that rotates around a metal bar. So it should be able to stand up to some force, but at the same time I'd definitely be wary of snapping something. If you stare closely at the foot joint area, do you see anything that could possibly be blocking the joint? Maybe a piece of plastic flash is in the way or something?
If you don't see any obstructions I'd try moving the heel as far forward as it can go, then moving it back as far as it can, and just keep rocking the heel like that while using a little bit more force each time you bring the heel backwards. Maybe that gradual, brief force can help loosen things up.
If nothing's happening when you do that, put a small drop of dish soap onto the joint to lubricate it and then try rocking the heel back-and-forth again.
