I literally did this with only my finger tip (the bottom block)
The one on top and on the bottom are primed and painted with TS Olive drab and the one in the middle is just pure TS paint.
Regardless primed or not rubbing the paint with my fingertip dipped with X-20 the paint does smear
Maybe I rubbed it too hard or something?
I do remember some said you need dull/gloss coat your base paint before anything else because cleaning any add on and you are ask for a damaged base paint without it
