It was actually pretty neat to see that there was an ethics panel, let alone the Tyrest Accord, while they were fighting a war infamous throughout the galaxy. Maybe the Decepticons didn't have their own version but iirc most of them did follow the Tyrest Accord, at least nominally. Also keep in mind that even tribunals aren't perfect, so maybe there could be a fair argument to revisit and ban glass gas
