You need to think how easy this scam is to pull and how much it puts on the store.
Consider that you have a long line of disgruntle customers wanting to make money orders, pay bills, layaway, and returns. You have one asshole with a $30 toy the looks wrong but he claims "that's what it look like when I bought it" watch as a higher up comes over, looks at it, gets into a fight with said customer and gives him the money anyway because you can't prove he did the swap, he gets his money and then deal with the next person in line who is now short because you wasted their time rather than just giving them the money in the first place.
