Too many variables change from figure to another, with 5-6 figures per wave, and at least 4 waves a year (usually more).
To create and program the robots every single wave for every single figure isn't monetarily viable if the figures are only $10-20.
At higher prices it's possible ($50+), but investing the capital probably isn't worth it, especially with how sales can vary from figure to figure or series to series. Nevermind the expectation that the robots should be able to assemble the toys as well.
In short, robots are too expensive to make toys. Cheaper just to continue using the slaves.
