There's nothing wrong with it being open because it's intended as a vanguard unit for scouting operations and support. It fulfills the same roles IRL light paradrop capable tanks do irl, and those tanks irl are made out of friggin aluminum that can be pierced by normal rifle rounds. It's not meant to have heavy armor because its supposed to be a light unit for supporting light infantry. The rules reflect this too since it really only has one decent gun but it's real utility and where it shines is that it automatically shoots back for free at any enemy that targets any phobos unit within 12 inches of it. It's an overwatch unit meant to sit back on objectives with your objective holders and shoot from far away, not a slog it out unit.
