Toylines are usually a mix of different characters, where you spread popular characters across many waves, so that each wave will have great sellers.
This way later waves aren't just made of niche F list characters that no one will buy.

Tons of minorities who work within the established creator worlds and popular media, but never get picked to headline anything big because they're not the chosen.
