You will find in most cases that a theme only has a handful of them. Barring Star Wars and Harry Potter (because they've been going non-stop for decades), this is across the board. Even in the likes of say City, there's a shelf life of about four years, giving you plenty of time to save up for the expensive sets.
Lego knows all of this, like most companies do on where to hit the sweet spot to get the consumer to give away their money for some toys.
