So their factory isn't able to produce what they used to, since it's all geared up to produce childrens action figures and not collector stuff.
Plus, most of their imitators have shrunk or are gone. Revoltech used to handle a variety of licenses and now it's just a single sculptor line, with a few oddball stuff. Toy Biz no longer exists. Various other lines/companies also no longer exists either.
The toy market has changed significantly in the past 20 years and there aren't as many medium sized companies anymore. Only the largest survived and small indie companies keep popping in and out.
