Because yeah, they don't have to be "Biological" to conform to the principle of Evolution and LIFE (because as functioning organism they are a form of life even if they aren't carbon based).
We could literally go with the G1 explanation that Transformer life developed from "naturally occurring Leavers and Pulleys" because the entire definition of an organism is that it is some kind of system that maintains and propagates itself.
