That difference is why Japanese N Scale uses 1/160 for the Shinkansens (Since they use the same track size as US trains) while everything else is 1/150 (So that they can just recycle the same N scale track while keeping the proportions right for the trains). It's the same reason why UK N is also 1/148 (And the reason for the whole OO/HO split existing in the first place), since while they use the same standard track gauge as the rest of the world their loading gauge is a lot smaller than the US's.
