I was at a Hasbro panel like 5 years ago where they talked about how different toys are engineered differently because they're made in different factories and each factory has their own tooling.
So 1:18 GI Joes were engineered different from the 1:18 Marvel Universe line because that's how their factories are set up. Thus, one factory can't produce the other line, unless they either revamp the factory or the engineering is changed for the toyline.
The only times I've ever heard of factories being shared are with collector lines and other niche toylines. Given these aren't all year round toylines with a dozen figures to be made every quarter in the 200k-5million range, it makes sense some factories aren't completely dedicated to producing shit a single way.
Also, Mattel owns their own factories, so their reliance on independant factories is probably small and also means Mattel's factories are built to be much more dedicated.
Dedication means having more machinery and other equipment, and that shit isn't easy to push around if you need to swap shit around, thus unlikely to be shared. No doubt, companies like Hasbro and Mattel would kill these factories if they knew their machines and gear were being worn away by producing other toylines for different toy companies, so there would be a certain timed exclusivity while these indie factories are being contracted.
So go look at your toys and see how theyre constructed, to know what factories they were produced in.
