The only way you would even notices the new body mold on her would be if you undressed the doll like the girl in that image did. They gave Yzma a new body because someone there cared about the character enough to giver her that little extra detail, but the doll didn't need it as you wouldn't be able to notice that they lowered her boobs a few inches down unless you undressed the doll.
Esméralda on the other hand has a very specific busty body. Without a new body mold her bodice looks flat and deflated. Allowing her to go into production with the same body they use for 14 year old Classic Snow White, just because as feminists it ticked them off to have to create a busty doll, is a major disservice to the character. Sure the red dress was big and pretty even though it was made out of cheap plastic to the touch materials instead of the old soft silky stuff they used to use, but that's not her body type at all, and it's very apparent if you know or care about the character.
