Sure, there were still ROTS-branded bananas and pajamas and shit, but the licensing plan was still WAY more conservative that it had been for either TPM or AOTC, and even then, what relatively merchandize existed for ROTS only existed because LFL could finally start slapping Vader's face on junk again (not that it helped much).
