You have to remember that for the majority of time that toys have been created is that they had been done as 2ups. They were sculpted at 2x the size that they were supposed to be produced. And ever since McFarlane, they started to make really good use of the high pressure injectino molding process, which means they started to add even more detail to their toys.
With digital sculpting having such a big game changer, they had been actually been been reusing sculpts like with the Marvel Legends line reusing GI Joe weapons, that were scaled up. Same with the ML, MU, and movie lines sharing same sculpts as well, with some changes, usually for the engineering.
This RR are basically clones of each other. You can see how they kept the sculpted fur identical, but they added a ribbed texture to the clothing. They added new engineering too.
Basically, the biggest differences you'll get from 1:18 and 1:12 is the engineering and paint. Sculpt quality shouldn't change from 1:18 to 1:12 due to the way they're designed and the fact that high pressure injection molding is extremely accurate.
