Costs right now are related to all the delays and shipping costs.
Even before the plague started, production costs were already rising too high in China (mostly labor), so costs were already raising.
buuuuut, that's not why Hasbro has steered away from 1:18. IT's simply the fact that they can sell 6" figures for $25 vs $15 for 1:18. Since they switched focus from 1:18 to 1:12, they're not used to getting $25 for every figure sold. Since stockholders want never ending revenue increases year after year, they're can't go back to selling cheaper toys as being their main toylines.
This is also why they're selling retro shits for $20 or however much this shit costs.
In short, Hasbro would need to hit such lows to even consider switching back to 1:18 that their company would actually go bankrupt first. A 1/3rd loss in revenue is Xbox HUEG, which is what would happen if they suddenly switched from 1:12 to 1:18.
Obviously, Hasbro has diversified and aren't as reliant on action figures anymore, but with movies like D&D being certain bombs, in hits in sales like that are still too large.
