PaPaToys (pic) is the larger, scout-sized one, with nice improvements like gap-filling panels, wrist joints, a toe-bend to square out the alt mode and the use of translucent plastic for color separation. They give you 3 sets of the weapons that came with the original Perfect Effect set, and 11 face plates with different expressions.
Both are KO quality, be prepared to do some trimming and sanding. Also both have painful sharp corners.
