The Order/Hand has mostly good intentions but its methods can be very questionable and a number of its members could switch alliances and be excellent villains.
The Hunters are very much evil and are after themselves, but they can be hired by anyone and they allied with the good guys against Teridax (unlike Nektann), and a few of them have pretty tragic backstories.
The Brotherhood was the closest to being pure evil, but they were created as enforcers and they rebelled for a reason, a mostly selfish one but still.
