A bunch of artists are indeed from Spain and France and draw in styles like this. A bunch of DC and Marvel's big artists(Jorge Jiminez, Dan Mora, Carlos Gomez, Pepe Larraz, Simone De Mio) are all Spanish/Italian and Latin American in dan Mora's case, and all inspired by anime.
